This specific position, OCIP Safety Director, is a senior, on-site leadership role located in Queens near the Citi Field complex. The role centers on providing strategic oversight, coordination, and continuous improvement of the Owner Controlled Insurance Program (OCIP) Safety Program on a large multi-year mega construction project. The OCIP Safety Director acts as the Owner's eyes and ears in the field, ensuring safety and risk issues are managed effectively, and that the written safety program complies with both the overall construction program and contractually mandated obligations. This role demands both a deep understanding of construction field safety leadership and strong expertise related to insurance, claims, and New York-specific regulatory requirements.

The OCIP Safety Director interfaces regularly with the project owner, OCIP brokers, insurance carriers, and claims teams to support early incident reporting and investigation, track injury and claim trends, and recommend necessary corrective actions. Regular validation of the adherence to contractual safety and reporting obligations is a core responsibility. The role includes reviewing contractors' Environmental, Health and Safety plans (EHASP) and providing on-site training sessions for contractors, subcontractors, and site management. Ongoing monitoring, enforcement of safety protocols, and assistance in managing onsite medical facilities are also key duties. Furthermore, the OCIP Safety Director is tasked with preparing detailed reports and presentations, including audits and electronic record maintenance, as well as participating in pre-plan meetings to ensure all safety requirements are planned prior to work commencement.

Candidates must bring extensive experience, with a minimum of 10 years in building safety within the construction industry, including at least 3 years in a supervisory capacity managing individuals. Experience with OCIP/CCIP programs and mega infrastructure projects is highly preferred. A comprehensive understanding of New York City Department of Buildings (DOB) regulations, Chapter 33 Construction Codes, relevant New York Labor Law provisions, and OSHA 1926 Construction Standards is critical. Exceptional verbal and written communication skills are necessary to clearly convey safety expectations across a diverse workforce that includes contractors and site leadership. The ability to read, interpret, and apply technical safety standards and regulations is mandatory.

The role requires strong report preparation and documentation skills aimed at regulatory bodies, project owners, and senior management. The OCIP Safety Director must be capable of effectively presenting safety information, leading training sessions, and conducting safety meetings at various organizational levels. Professional responsiveness to concerns and inquiries from workers, supervisors, and regulatory officials is expected. Computer literacy, including proficiency with spreadsheet applications and word processing software, is essential to carrying out the responsibilities effectively.

Certifications such as Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), OSHA 30-hour construction training, and OSHA 500 certification are preferred. Additional credentials like the NYC 40 Hour Site Safety Manager course and NYC Site Safety Manager accreditation are advantageous but not mandatory.
