Job Purpose

The Safety Director is responsible for leading and overseeing all Health, Safety, and Environmental (HSE) functions across Binghatti projects in compliance with Dubai Municipality (DM) regulations and other applicable UAE laws.

The role ensures implementation of best-in-class safety management systems aligned with Tier 1 consultant standards and prestigious project requirements.

Key Responsibilities

• Strategic Leadership

Develop and implement corporate HSE strategy across all projects.

Establish company-wide safety objectives and KPIs.

Ensure compliance with Dubai Municipality (DM), Trakhees, Civil Defense, and other regulatory authorities.

• Regulatory Compliance

Ensure full compliance with UAE Federal Law, DM Code of Construction Safety Practice, and relevant safety standards.

Act as the primary point of contact with authorities for safety matters.

Oversee internal and external audits, inspections, and regulatory reviews.

• Project Safety Oversight

Lead safety governance across all construction sites.

Review and approve HSE plans, risk assessments, method statements, and emergency response procedures.

Ensure safety performance meets Tier 1 consultant expectations.

Monitor high-risk activities including lifting operations, work at height, confined spaces, excavation, and temporary works.

• Incident Management

Oversee investigation of serious incidents and near misses.

Ensure corrective and preventive actions are implemented.

Report notifiable incidents to relevant authorities as required.

• Team Leadership

Lead and mentor Safety Managers, Engineers, and Officers across all projects.

Establish competency development programs.

Ensure adequate deployment of qualified safety staff across all sites.

• Continuous Improvement

Promote a proactive safety culture throughout the organization.

Implement digital safety systems and performance tracking.

Benchmark against leading developers and Tier 1 contractors.
