Join the Urban Form and Corporate Strategic Development department and contribute to the safety and integrity of Edmonton’s built environment. We are looking for a highly technical professional to lead complex building inspections and plans examinations for our growing community.

This role provides advanced technical expertise in safety codes and audit compliance for residential and commercial structures. You will handle specialized reviews and escalated inspections while serving as a primary mentor and technical resource for other Safety Codes Officers.

What will you do?

  • Review drawings and plans for new buildings, additions, and renovations to ensure compliance with the Safety Codes Act and relevant bylaws
  • Perform detailed onsite inspections of residential and commercial structures at various construction stages
  • Issue permits for complex construction projects and prepare legal agreements for specialized operations like crane swings
  • Interpret the Alberta Building Code and regulations for contractors, developers, and community partners
  • Lead the analysis and decision-making for variances and alternative solutions registered with the Safety Codes Council
  • Provide technical guidance, coaching, and mentorship to Safety Codes Officers I and II
  • Collaborate with various City departments and provincial authorities to coordinate reviews and resolve complex enforcement issues

Qualifications

  • Completion of the twelfth (12th) school grade
  • Journeyman certification (Carpenter, Plumber, Electrician, Sheet Metal Worker, or Bricklayer) recognized in Alberta plus 5 years of relevant industry experience post-certification
  • Two-year technology diploma in a related field plus 7 years of relevant industry experience post-diploma
  • Engineering or architecture degree plus 5 years of relevant industry experience, including at least one year post-degree
  • Registered Safety Codes Officer with certification in "Residential," "Part 9," and "Part 3" (Group A Level 3) with the Safety Codes Council in Alberta

  • Application of standard methods, materials, and equipment used in building construction trades
  • Interpretation of the Safety Codes Act, Alberta Building Code, and City Bylaws in unique or unfamiliar circumstances
  • Recognition of construction or hazardous conditions that deviate from the intent of the Alberta Building Code
  • Evaluation of structural stability through plan reviews and on-site inspections
  • Analysis of plans or designs prepared by architects and engineers
  • Communication to foster collaboration and buy-in with concerned parties
  • Leadership in providing technical direction and education to other Safety Codes Officers
  • Organization of multiple priorities and projects while navigating changing circumstances
  • Impartial and transparent decision-making in the application of Safety Codes
  • Proficiency in personal computers for data entry, plan review, and digital communication

Conditions of Employment

  • Compliance with the City of Edmonton’s safety standards for Personal Protective Equipment (PPE), such as wearing steel-toe boots, gloves, goggles, sunscreen and coveralls
  • Candidates are required to hold a valid Alberta Class 5 driver’s license (or provincial equivalent) or higher. Candidates will be required to arrange their own transportation and, where appropriate, will be reimbursed in accordance with City of Edmonton policy. This may require the candidate to obtain business-use auto insurance
  • Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position. There may be a cost associated with this requirement

Work Environment

  • Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement, and the incumbent will be notified in advance
  • This role works in both indoor and outdoor settings
  • Exposure to environmental conditions, including extreme temperatures, inclement weather, dust, noise, light variation, vibrations, chemicals, and exposure to mechanical and electrical hazards may occur
  • This role requires working at heights
  • This role requires completion of repetitive and strenuous tasks such as standing, walking, kneeling, bending, stooping, crouching, lifting, pushing, pulling, reaching, and using feet/hand controls requiring physical stamina and resilience

Hours of Work: 33.75 hours per week

Salary Range: $53.027 - $66.501 (Hourly); $93,420.320 - $117,158.140 (Annually)
