Executive Director of Safety, Security, and Risk Management
Federal Way Public SchoolsThis position provides executive leadership, strategic direction, and supervision for the Safety and Security Department and support of Risk Management functions. The Executive Director of Safety, Security and Risk Management is responsible for the development and execution of the District's comprehensive safety and security strategy as well as supporting the District's risk management plan aligned with the District's strategic plan.
Primary responsibilities for safety and security include leadership, supervision, evaluation, and training of Safety and Security Department staff, as well as oversight of districtwide security systems, processes, and partnerships. Primary responsibilities for risk management include supporting the development and implementation of programs and services that identify risk exposures, eliminate or reduce adverse conditions, and minimize District liability.
The Executive Director serves as the District Safety Officer and is responsible for leading the design, implementation, and oversight of programs that address emergency preparedness, crisis response, school safety, and loss prevention. This position coordinates the districtwide school safety program, including comanagement of the School Resource Officer (SRO) program in partnership with local law enforcement agencies.
The Executive Director works extensively with Cabinet members, school administrators, community partners, and agencies on all aspects of district/school/scholar safety. This position participates in the after-hours call-out pool and ensures that all Safety, Security and Risk Management efforts are aligned with the District's educational and operational goals, providing regular reporting to District administration.

- Leads strategic planning and implementation for safety and security to support a positive, safe learning environment.
- Supports the strategic planning and implementation of risk management to support a positive, safe learning environment.
- Provides executive oversight of supervision, evaluation, and training of Safety and Security Department staff.
- Leads for equity by demonstrating cultural selfawareness and fostering an environment that promotes cultural competence and equitable treatment of staff, scholars, and families.
- Prepares annual budget recommendations for Safety, Security, and Risk Management and provides executive staffing recommendations.
- Directs the hiring, development, and staffing models for the department.
- Comanages the School Resource Officer (SRO) Program with the Federal Way Police Contract Services Supervisor.
- Serves as liaison to all public safety agencies within district boundaries and maintains strong community partnerships with fire, police, and other government entities.
- Develops, reviews, and revises Security Department Standard Operating Procedures and training programs for efficiency, effectiveness, and alignment to District strategic goals.
- Supports oversight for the District's intrusion alarm systems, fire alarm systems, and 800 MHz radio communications system.
- Supports District All Hazard Plan development, revision, and training. Represents the District in the Greater Federal Way Emergency Management Organization and facilitates emergency management training across the District.
- Serves on District Employee Safety Committee. Supports collection and analysis of student and staff accident data to identify trends and implement preventative measures.
- Maintains high visibility and rapport with administrators, staff, students, and community.
- Responds to vehicular accidents involving District vehicles as a representative of Risk Management. Supports timely communication of incident information to District leadership and insurance providers.
- Engages in and works with Human Resources in investigations of Safety and Security staff around District policies and procedures including use of force. Ensures compliance and implementation of corrective actions as appropriate.
- Identifies districtwide risk exposure areas and collaborates with the Superintendent's Office, HR, and Business Services to develop and implement risk mitigation strategies.
- Oversees the District's school and student security program, evaluates security incident reports, determines resource allocation, and provides leadership in resolving security concerns.
- Provides leadership for loss control and prevention efforts, including required safety training, accident investigations, and compliance with federal, state, and local regulations.
OTHER RESPONSIBILITIES
- Participates in the after-hours call-out pool.
- Serves as a member of the Administrative Leadership Team.
- Serves on the District Threat Assessment Team.
- Serves as District representative in labor relations activities in collaboration with Human Resources
- Coordinates and/or conducts safety, security, and risk management training for leaders and staff.
- Partners with building administration and HR to review incident and accident reports, conduct data analysis, and develop and implement corrective actions.
- Provides instruction to new employees on safety, security, personal safety, OSHA/WISHA, and emergency planning.
- Supports HR and Business Services in claims administration and insurance compliance activities.
- Supports school and site safety inspections; recommends corrective actions and collaborates with administrators to resolve concerns.
REQUIRED MINIMUM QUALIFICATIONS
Education and Experience
Bachelor's degree.
Five (5) years' experience in law enforcement or school/campus security, or equivalent combination of education and experience.
Three (3) years of supervisory experience in a large, complex organization with diverse stakeholders.
ADDITIONAL REQUIREMENTS
Demonstrated cultural competency and culturally responsive techniques in interactions with various stakeholder groups
Documented history of increasing responsibilities in current or previous positions
Experience in the identification of training needs; development of training methods and materials; delivery of training to adults
Availability and ability to be flexible in work hours to meet needs of the District
PREFERRED QUALIFICATION
Experience in law enforcement
Knowledge and awareness of PBIS and Restorative Practices
CONDITION OF EMPLOYMENT
Valid Washington State Driver's License and a clean driving record
Criminal background clearance
Current First Aid/CPR certification
KNOWLEDGE OF
The applicable state and federal laws, regulations, and emerging practices to include current issues and trends in industrial safety, risk management, and security
Safety and Security Standard Operating Procedures

This position also requires sitting, standing, walking, running, carrying, lifting, driving, filing, hearing, speaking, writing, keyboarding, extended periods of time reading off of a computer monitor. The employee is required to constantly lift up to 10 lbs; frequently lift up to 25 lbs; and occasionally lift up to 50 lbs. Weights over 50 lbs should be lifted with help from another person. This position will occasionally push/pull up to 200 lbs.
WORKING CONDITIONS
Experiences task interruptions; required to work outdoors in inclement weather; subjected to flexible shifts or alternating shifts; subject to dealing with distraught, angry and potentially dangerous people; sometimes required to work alone with no backup. The noise level is usually moderate. Issued personal protection equipment provided by the district, must be properly worn.
