Summary of Position
Under the direction of the Safety & Training Program Supervisor; responsible for all safety operations, including the safety training, management effectiveness, and physical functions of all operational facilities and personnel of the following:
- Water Production, Distribution, and Meter Section
- Wastewater Collection and treatment
Organizational Relationships
- Reports to the Safety & Training Program Supervisor
- Has continuous interaction with the workforce employee base, contractors, builders, other local municipality personnel, and administrators; including the General Public.
- Works equivalently inside an office setting, additionally will also work in an outdoor environment during field work activity. Will work and have exposure to adverse weather conditions and sun.
Major Responsibilities plus Essential Duties (Inspection Purview)
- Supervise, assess, and inspect employees to ensure comprehensive compliance with all safety measures and directives.
- Enforce preventative safety processes and ensure that the District is within compliance with all standard relevant Federal, State, and local codes.
- Review existing policies and procedures; must have complete familiarity with the WCID-17 Safety Manual.
- Assist and advise District supervisors to secure safety provisions, gear, and First Aid supplies for their departments.
- Work with District supervisors and managers to conduct risk analysis to devise a plan of action to reduce uncertainty to tolerable levels.
- Regularly perform safety inspections on District properties, (facilities, treatment plants, lift stations, water towers, etc.) to confirm all safety protocols are in observance.
All inspections will generate a written report and be dispatched to the supervisor and his/her superior for corrective action or otherwise. Reports will provide recommendations to management for safe, effective, and applicable operations within the scope of welfare in the safety arena.
- Regular valuation and inspections of facility preparedness supplies and kits; (completed on a bi-annual basis).
- Routine methodical inspections of all fleet vehicles, heavy equipment, and trailers and produce inspection reports.
- Prepare and present quarterly statements for the Office of The General Manager, on vehicle incidents and personal injury events within the District.
- Prepares any specialized permit, (for example: Confined Space Permit Entry), for any department necessary.
- Provides recommendations regarding workforce safety for effective sector and branch operation.
Training, Administrative and Mass Communications Responsibilities
- Advise the workforce on various safety-related topics by use of various mediums; paper handouts, email blasts, power points, videos, webinars, news letters, safety alerts/bulletins, etc.
- Assists and prepares educational seminars and training sessions regularly.
- Works in conjunction with the Human Resource Department to process new employees through the system.
Entry Level Experience, Required Knowledge, Skill, and Aptitude
Education and experience: High school diploma or GED equivalent. A utility working environment or any equivalent combination of education and experience; (Safety experience and familiarity are preferred).
Comprehension and understanding of personnel policy, safety strategy planning, development, and procedure.
Must have “people skills” and can communicate with individuals/groups of people to understand, guide, follow, and be direct with instructions. Should easily establish and maintain effective working relationships with co-workers and the General Public.
Working skills and computer background in Word, Excel, and PDF files; (background in Apple-related products and processing is helpful).
Should possess basic skills like cut-and-paste, downloading, cropping, editing, etc.
Self-starter, and communicator, evaluates and organizes a daily work routine and schedule. Aptitude and propensity for reading and writing.
Certificates and Licenses Required
Possession of a valid Class C Driver’s License; a good and acceptable driving record is compulsory.
