• *Responsibilities:**
• Ensure compliance with Department of Occupational Safety and Health Malaysia (DOSH)

regulations and relevant legislation (Occupational Safety and Health Act 1994, Factory & Machinery Act 1967, etc.)

• Develop, review, and implement HSE policies and procedures for all FM operations
• Ensure all contractors, subcontractors, and staff comply with HSE standards
• Conduct regular
• *risk assessments**

for building operations, including M&E rooms, plant rooms, lifts, and parking areas

• Identify hazards in daily FM activities and recommend mitigation measures
• Monitor high-risk operations such as confined space work, electrical maintenance, hot works, and height work
• Investigate all accidents, near misses, and unsafe incidents in facilities
• Maintain detailed reports and recommend preventive actions
• Liaise with regulatory authorities when required
• Monitor corrective actions to prevent recurrence
• Develop and maintain
• *Emergency Response Plans (ERP)**

for fire, flood, gas leak, or structural emergencies

• Conduct regular fire drills and evacuation exercises
• Ensure all firefighting and safety systems (sprinklers, alarms, extinguishers) are tested and maintained
• Coordinate with
• *Fire and Rescue Department of Malaysia (BOMBA)**

and other relevant authorities

• Conduct contractor HSE induction before commencing work
• Monitor contractor compliance during operations
• Enforce permit-to-work (PTW) systems for high-risk maintenance tasks
• Organize HSE training for FM staff: fire safety, PPE usage, electrical safety, lifting operations
• Conduct toolbox talks and refresher courses
• Promote safety culture among in-house staff, tenants, and contractors
• Monitor environmental compliance: waste disposal, hazardous material handling, and pollution control
• Promote sustainability initiatives in FM operations (energy efficiency, water conservation, recycling)
• Ensure environmental risks from maintenance operations are controlled
• Maintain HSE records, audit reports, and compliance documents
• Prepare monthly/quarterly HSE performance reports for management
• Track KPIs: incident rate, audit compliance, corrective action closure, contractor compliance
• Ensure safety of common areas, plant rooms, M&E systems, and building services
• Monitor maintenance works, renovations, and tenant fit-outs for compliance
• Support Facility Manager in overall operational safety
• *Requirements:
• Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related field
• Minimum 5–10 years of HSE experience, with at least 3 years in a managerial role
• Strong knowledge of applicable safety laws and regulations
• Professional certifications such as NEBOSH, IOSH, or equivalent
• Experience with ISO management systems (ISO 45001, ISO 14001)
• Excellent leadership, communication, and problem-solving skills
• Ability to work independently and manage multiple priorities
